The Internet Access and Training Program (IATP) is a program of the Bureau of Educational & Cultural Affairs (ECA),
United States Department of State, funded under the Freedom Support Act
(FSA). Administered by the International Research & Exchanges Board (IREX), the program
operates in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova,
Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.
IATP is an innovative program that utilizes the Internet to encourage information sharing, network building, and collaboration among alumni of ECA-sponsored exchange programs and other targeted constituencies in these eleven countries of the New Independent States
(NIS).
Nikolay is a deaf
trainer with IATP. He travelled to Samarkand in order to train students at School Number 61, a boarding school for the deaf. The course was offered to nine students, a
teacher, and the director of the school for three hours a day.
Participants of the seminar received
certificates and a book entitled Internet
Basics. During the course, students
learned how to use the Internet and
e-mail and they will pass on their
knowledge to other deaf individuals.
They will also be able to use the IATP
access site in Samarkand.
The session was organized by the staff
of the IREX/IATP access site in
Samarkand, which partners with the
Association of Women NGOs of the
Samarkand area. The site is located in
the Pushkin Library.
Both the students and the
administrators were very grateful for the
Internet and e-mail training, which they
see as instrumental in helping students
succeed in the new economy. This is
especially the case with people with
disabilities who are often restricted to
working out of home or at one specific
location.
Mr. Gladkiy has conducted training for deaf Internet users in Central Asia for almost one year. This is the only Internet course in the region for deaf students.
He has conducted his courses in Almaty and Shymkent,
Kazakhstan and in Samarkand, Fergana, Namangan and Tashkent, Uzbekistan.
His pioneer
training in Almaty has resulted in a strong partnership between IATP/Kazakhstan and the Almaty School for the Deaf. He also continues to offer trainings in Tashkent. Nikolay is interested in attending Gallaudet University in Washington, DC and is looking for funding.
